Mindstorm is based on Charles Francis Xavier or Professor X from X-men.
We think Mindstorm is based on Professor X, and the reason behind that is very straightforward: Mindstorm has Powerful psychic abilities such as mental manipulation. He can easily trap someone in their subconscious mind with an endless nightmare.

Mindstorm has the powerful psychic ability to trap anyone in an endless nightmare with just eye contact.
The same was explained by Soldier Boy on The Boys Season 3 Episode 7 in The Boys.
In Episode 7, while going against Mindstorm, Soldier Boy instructed Billy and Hughie not to make any eye contact with Mindstorm.
Cause once it is done, he will going to entrap them into an endless nightmare which then will show them their worst traumas of life (example: in the case of Billy Butcher, Mindstorm showed him the death of his younger brother).
Once the person is trapped, they will not escape the nightmare and will keep dreaming about the same traumas of their life until they die from dehydration.
This exact power Mindstorm used against Billy Butcher, and as a result, Butcher was trapped in an endless nightmare.
Billy dreamt about the heartaches of his brother Lenny from their early childhood.
It was revealed that Billy’s father, Sam Butcher, used to assault his kids to make them mentally and physically strong.
Whereas Billy got used to the trashing and beatings, Lenny, on the other hand, was weak and delicate.
He couldn’t endure the beatings and abuse of his father. So while Billy was there with him, he felt safe at home as Billy used to take most of the trashing from his father.
But later on, when Billy decided to join the armed forces and leave the toxic environment, Lenny pleaded with Billy and tried his best to stop his big brother from leaving home.
The reason is that Lenny knew if Billy left, he wouldn’t be able to endure the abuse and despair.
